Abstract
Since the public child support program has evolved over time, shifting from a primarily enforcement-focused approach to a more balanced model prioritizing family well-being, this report examines obligors who had an active child support case in July 2023 and first came into the program during different periods: (1) recent cases opened less than 5 years ago; (2) 5 to 14 years ago; (3) 15 to 24 years ago; and (4) older cases opened 25 years ago or more.
