Abstract

This report was presented by Dr. Dale Masi at the International Council on Alcohol and Addictions and the Swiss Institute for the Prevention of Alcoholism in Zurich, Switzerland. The report describes legislation passed by the U.S. 91st Congress to prevent and respond to problems associated with alcohol use and abuse in the workplace. This legislation specifically provided for 1) federal assistance to states through a system of formula grant monies, and 2) the establishment of the National Advisory Council on Alcoholism, and 3) the initiation of alcohol programs for all federal employees. This legislation paved the way for present-day EAPs in the United States.
