The profiles examine obligors in each of Maryland's 24 jurisdiction based on those who had an active child support case in July 2023. Since the public child support program has evolved over time, shifting from a primarily enforcement-focused approach to a more balanced model prioritizing family well-being, these profiles examine obligors by when they first came into the program: (1) recent cases opened less than 5 years ago; (2) 5 to 14 years ago; (3) 15 to 24 years ago; and (4) older cases opened 25 years ago or more.
