Maryland's Temporary Cash Assistance (TCA) program recently made policy changes that impact single parents with a child under age 1 and new recipients. This brief explores these two policy changes: 1) the state-level child under 1 exemption that expands on the federal exemption, and; 2) a new policy that exempts new TCA recipents from a work activity for their first 6 months of receipt.
